Subject: Emergency Procurement for Sewer Line Break

On Friday October 22nd a leak was discovered by Ogden City employees that was flooding the west side of the USDB Campus located at 742 Harrison Boulevard in Ogden. This leak was also flooding the highway construction on US 89, west of the campus. The USDB Facilities Director Dwight Overgaard and Facilities Manager Gabe Areano determined that this was a sewage line leak and the line needed to be turned off and repaired immediately to avoid damage to State and City property as well any hazards that would be associated with a sewage line leak. Gabe reached out to three vendors to assess the damage and provide a quote to repair the line ASAP. One vendor determined they did not have the proper equipment to make the repair and another vendor was not able to start the repair in a timely manner. The third vendor, ARS Rescue Rooter, was able to start the job immediately and provided a quote that was acceptable to the USDB Facilities Department. This emergency procurement was reviewed and approved by Superintendent Joel Coleman and Finance Director Carl Empey.
